Users currently can't do much if their idea doesn't fit in a predefined category. 

One possibility is to let user type tags with autocomplete with common ones. Otherwise, allow users to type what they think the category should be called when they choose Other (with autocomplete for common ones). This way, admin can know what are up and coming new categories to add to their portal site
